3. Article V, § 46 of a Oklahoma Constitution provides in impending part:

Local and special laws on certain subjects prohibited.

1. The Legislature shall not, solely as differently supposing in this Constitution, pass any internal or special law authorizing:

Regulating a use or office of, or changing a manners of justification in legal record or exploration before a courts, justices of a peace, sheriffs, commissioners, arbitrators, or other tribunals, or providing or changing a methods for a collection of debts, or a coercion of judgments or prescribing a outcome of legal sales of genuine estate; (Emphasis added.)
